Key developments providing the context for discussion

In light of the UK Government’s recent commitment to net-zero emissions by 2050, delegates discussed how to tackle the challenges for delivering such significant change - including priorities for:

• Decarbonising homes, energy and agriculture;
• Improving resource use and efficiency;
• Building resilience through land management and planning;
• Ensuring community involvement in local strategies, for example flooding management;
• Expanding green investment and funding; and
• Incorporating ‘resilience’ into policy and guidance.

At a particularly busy time for policy, discussion also reflected:

• Concerns raised over environmental protections and governance post-Brexit regarding Defra and the European Environment Agency;
• The House of Commons motion declaring environment and climate emergency, which prompted a wave of declarations across councils and businesses;
• Reports on adaptation in the natural environment and cities from the CCC;
• The creation of a new cross-government Committee on Climate Change and possible introduction of the office for environmental protection; and
• The adaptation strategies necessary for cities to become carbon-neutral, with Exeter as a case study.
