This conference focused on priorities and next steps for the probation system, and the Probation Service in the context of service unification and the Root and Branch Review of the Parole System conducted by the MoJ.


Stakeholders and policymakers examined the progress of integrating Community Rehabilitation Companies and the transition to the Service’s Target Operating Model.


We also expected discussion on key themes in the Root and Branch Review, including oversight of prisoner release, public safety, transparency, and the role of victims in the decision-making process.


Overall, areas for discussion included:


  • priorities for the new system - transition to the new operating model - integration of CRCs and PS - assessing the Dynamic Framework - impact of the pandemic on the transition 
  • rehabilitation and reoffending - multi-agency working - improving data exchange - support for reintegration and employment - implementing reoffending plans
  • the workforce - recruitment and retention - support for effective integration of former CRC staff into the PS - training and CPD

We are pleased to have been able to include keynote sessions with Jim Barton, Executive Director, Probation Reform Programme, Ministry of Justice; Justin Russell, HM Chief Inspector of Probation; and Richard Oldfield, author of a review for the MoJ of the dynamic framework of the NPS, June 2021.


The conference was an opportunity for stakeholders to consider the issues alongside key policy officials who attended from HMPPS; MoJ; Home Office; House of Commons Library; and Department of Justice, NI.
