Next steps for obesity policy, prevention and care in England

This conference will examine next steps for obesity policy in England and latest thinking on the way forward for developing effective weight management, care and prevention strategies.


It will bring together stakeholders and policymakers to discuss obesity issues in the development of a new National Food Strategy and plans outlined in the draft 10 Year Health Plan, including implementation of more integrated community care, prevention and increased use of digital technology.


We expect discussion on current priorities for research on understanding underlying causes, developing new treatments, and assessing effectiveness of different clinical approaches. Delegates will consider resourcing and how it is applied, frameworks for collaboration between primary care and specialist services alongside the voluntary and third sector, and new strategies for prevention and early intervention.


Improving support for adults, children and families regarding weight management will also be discussed - as well as latest thinking on consumer behaviour change, and addressing challenges for reducing inequalities and improving access to care.


Further sessions focus on priorities for innovation and utilising data to support obesity care and prevention, as well as evaluating the potential of weight loss medication.


We also expect discussion on plans to implement restrictions on HFSS food advertisements, as well as obesity policy in the context of wider government ambitions around mental wellbeing, addressing inequality, and supporting people back into the workplace.


With the agenda currently in the drafting stage, overall areas for discussion include:


  • the draft 10 Year Health Plan and examining key proposals, including:
    • obesity prevention, early intervention and public messaging
    • coordination of advice, treatment and care closer to home involving primary and specialist care, and community organisations
    • increased use of data and technology for monitoring, remote consultation and obesity self-management
    • priorities for research and innovation, improving understanding of underlying causes, and assessing effectiveness of treatment approaches
  • supporting adults, children and families with weight management:
    • strategies for improving obesity prevention and management within local ICSs, looking at accessibility, referrals, and priorities for effective family and mutual support groups and centres
    • options for industry and private sector companies to support obesity prevention and treatment, including commercial diet programmes and expanding investment
    • pharmaceutical support, incentives and technology for promoting healthy choices, looking at issues for regulation, delivery, clinical practice and accessibility
  • assessing wider policy and priorities for the Government:
    • discussing new approaches to be considered following Lord Darzi’s Independent Investigation of the NHS report and the upcoming Food, Diet and Obesity select committee report
    • key considerations for implementing proposed advertising restrictions on HFSS foods on TV and online, including options for brand compliance and navigating potential exemptions
    • options for regulation and taxation, public information and population health measures, advertising rules and marketing, and food labelling
  • next steps for tackling obesity in the food environment:
    • priorities for supporting consumer behaviour change, including tackling food poverty and reducing inequalities, and supporting at-risk groups in accessing healthier foods
    • developing strategies and incentives to expand reformulation products and improve accessibility of healthier foods
    • options for expanding research and innovation, as well as utilising data, technology and previous evidence-based approaches to support obesity care and prevention
