Towards net-zero in local government - policy, practices, support, and services

This conference examined priorities for decarbonising local government services and their role in meeting net-zero greenhouse gas emissions targets by 2050.


This was a timely opportunity to consider issues for local government in the context of the IPCC’s Sixth Assessment Report, which highlights the human causes of climate change and the implications of the now almost inevitable 1.5°C rise in global temperatures above pre-industrial levels - as well as developments from the COP26 climate summit and individual declarations of a climate emergency by more than 300 local administrations.


Delegates considered the role of local governments and authorities in working towards regional requirements for combatting climate change while also contributing to wider ambitions to achieve net-zero emissions. Discussion also focused on how best to ensure that regional needs and priorities are heard at a national level to secure adequate support for preparing for the impact of climate change.


We were pleased to be able to include keynote contributions from core stakeholders, including:


  • the evolving role of local authorities in emissions reduction and creating sustainable local plans - with Steve Read, Chair, ADEPT Environment Board; and Director of Environment and Public Protection, West Sussex County Council

  • delivering decarbonising mechanisms and creating the framework for long-term change - with Simon Sturgis, Founder, Targeting Zero; former Chair, RIBA Sustainable Futures Group; and Chair, Whole Life Carbon Network

The discussion brought together stakeholders with key policy officials who attended from BEIS; DAERA, NI; Defra; the Department for the Economy, NI; the DfT; the MoJ; the Office for Product Safety and Standards; The Scottish Government; and the Welsh Government.
