This conference focused on the future of local integrated care systems and progress so far on their implementation.


Delegates discussed priorities for developing strategy and effective governance for integrated care following the publication of the NHS England operating framework for ICS structures.


It was an opportunity for stakeholders and policymakers to examine actions laid out in the Hewitt Review, aimed at supporting ICSs to develop and improve care delivery, including the future for:


  • balancing freedom with accountability
  • providing the space and time for local leadership
  • enabling access to transparent, timely and high-quality data

Delegates also discussed the key principles for effective partnership and collaboration across the NHS, primary care, social care and local authorities, looking at progress so far and the key areas where this can be improved.


Further sessions examined the delivery of clinical strategies and the future for coordination of care in managing long-term conditions, as the Major Conditions Strategy is in development.


Attendees also assessed how integrated care can address current challenges in clinical care such as management of care backlogs, waiting times and addressing health inequalities.


We are pleased to have been able to include keynote sessions with Frances Gallagher, Senior Manager, Deloitte; Patricia Hewitt, Chair, The Hewitt Review; Chair, NHS Norfolk and Waveney; and Deputy Chair, Norfolk and Waveney Integrated Care Partnership (pre-recorded presentation); Patricia Miller, Chief Executive Officer, NHS Dorset Integrated Care Board; and Sarah Walter, Director, ICS Network, NHS Confederation.


Overall, areas for discussion included:


  • system governance:
    • ensuring that best practice governance and leadership cultures are fostered and maintained - providing local leaders with space to lead
    • priorities for engaging local authorities and citizens in structural reform - accountability arrangements
  • clinical challenges:
    • the way forward for improving clinical care and patient outcomes through integrated care
    • addressing current clinical challenges including waiting times, care backlogs, and health inequalities
  • delivering integrated care: joined-up provision - meeting the needs of local areas - delivery of high quality and safe care - next steps for efficient coordination of care
  • collaboration: strategies and best practice for building relationships in ICSs - opportunities for supporting primary, social and community care, as well as the voluntary sector
  • commissioning: priorities for meeting national targets - developing commissioning structures that prioritise integrated care
  • innovation:
    • opportunities and challenges for digital transformation, and use of data in supporting operability and collaboration in ICSs
    • providing ICSs with access to data, and equipping them to harness it for improvement, innovation and accountability

The conference was an opportunity for stakeholders to consider the issues alongside key policy officials who attended from the DHSC; DLUHC; DWP; HMPPS; and The Scottish Government.
