This conference will examine next steps for green skills provision and employment opportunities in England, with a focus on immediate priorities for delivery, meeting longer-term workforce needs, and implications for sectoral and regional policy.


It will bring stakeholders and policymakers together to discuss the Government’s recently published Green Jobs Plan, looking at what is needed to train up the next generation of clean energy workers and create over 400,000 additional jobs by 2030, with support from new investment in training and high-quality job standards.


There will be a focus the way forward in the context of aims in the Government’s Modern Industrial Strategy for the development of green skills to support net zero targets, and service the needs of growth sectors such as clean energy industries.


Investment & meeting industry needs
Following the 2025 Spending Review, attendees will consider what new investment could mean for green skills in the construction, energy, and manufacturing sectors, considering initiatives such as the Growth and Skills Levy and Technical Excellence Colleges, including five new Clean Energy Technical Excellence Colleges to train young people for priority occupations such as plumbers, electricians, and welders.


Delegates will discuss priorities for Skills England and its work to identify future skills, and for the Office for Clean Energy Jobs in coordinating policy and funding. With the recently published Post-16 Education and Skills White Paper including a focus on local skills and productivity, attendees will assess implications for green skills development, workforce planning and anticipated growth in green sectors.


Progression pathways & upskilling
Sessions assess enablers for workforce transitions in clean energy, including reskilling and upskilling, technical standards and qualification pathways, and long-term investment planning. Attendees will consider priorities for improving workforce data, raising awareness of green career pathways, and fostering engagement across training providers, employers and local authorities - including with smaller employers and in devolved regions.


New national initiatives will be discussed, including tailored schemes for veterans, ex-offenders and unemployed adults. The extension of the Energy Skills Passport to new sectors such as nuclear and electricity networks will also be considered, as well as joint UK and Scottish Government funding to support oil and gas workers retraining for clean energy careers.


Further areas for discussion include career mobility between subsectors, the Clean Industry Bonus, and the forthcoming Clean Energy Workforce Strategy.


Capacity, planning & innovation
Further sessions assess workforce implications of infrastructure and retrofit initiatives, including delivery capacity and regional variation, as well as  the Government’s new workforce estimates and the expected regional distribution of clean energy jobs.


The impact of the English Devolution and Community Empowerment Bill will also be assessed, looking at the integration of green skills into local plans, and the impact of differing local approaches on employer co-ordination, learner progression and scalability.


Discussion will also consider the impact of the Green Jobs Plan on pay, conditions, and union engagement and priorities for supporting progression, long-term security and opportunity. Delegates will also consider the new Fair Work Charter between offshore wind developers and trade unions, and proposals to close loopholes in employment protections for workers in the clean energy sector, extending national minimum wage provisions beyond UK territorial seas.
