This conference focused on the future for general practice and primary care in England in light of the forthcoming Primary Care Recovery Plan and Plan for Patients.


Delegates discussed next steps for improving access to and reducing health inequalities in primary care, including the role of remote consultations, digital health, social prescribing and community pharmacy.


It was an opportunity to discuss the Fuller Stocktake report and priorities for promoting integrated working in primary care, including the future role of pharmacies in delivering patient care, promoting collaboration across services, and reinforcing Primary Care Networks.


We are pleased to have been able to include keynote sessions with Dr Claire Fuller, Lead, Fuller Stocktake report; and Chief Executive Officer, Surrey Heartlands Integrated Care System; Sean O’Kelly, Chief Inspector of Healthcare, CQC; Professor David Colin-Thomé, Chair, Primary Care Commissioning CIC; and Professor Kamila Hawthorne, Chair, Royal College of General Practitioners.


Overall, areas for discussion included:


  • integrated care:
    • effective delivery of coordinated and personalised care across primary, secondary and community services
    • the future for pharmacy services in integrated working
  • access: addressing challenges in access to primary care - enhancing patient choice - the future for referral to secondary care systems - the role of the Accelerating Citizen Access to GP Data programme 
  • two-week target: addressing stakeholder concerns for the two-week appointment target - ensuring urgent patients are seen on the day of contact
  • pharmacy: improving access to pharmacy services - providing a greater number of medicines without prescription to relieve pressure from general practice
  • coordination and collaboration:
    • establishing multidisciplinary teams - providing proactive and personalised care
    • managing multiple long-term conditions
    • implementing prevention programmes
    • building capacity - navigating new commissioning structures 
  • health inequalities: tackling inequalities in access to primary care and wider healthcare services - balancing continuity of care and access - targeting at-risk groups - improving health record accessibility
  • digital health and data: the future of remote primary care - utilising health data to improve patient care - addressing stakeholder concerns over data sharing
  • workforce: recruitment priorities and funding - strengthening workforce retention - training programmes - options for relieving pressure from the primary care workforce - addressing patient safety concerns

The conference was an opportunity for stakeholders to consider the issues alongside key policy officials who attended from Defra; DBT; DHSC; DWP; HMPPS; NAO; OLS; and The Scottish Government.
