This conference brought together stakeholders, regulators and policymakers to examine the implementation and impact of the Higher Education (Freedom of Speech) Bill, following its expected passage through Parliament.
Delegates considered the requirement for the OfS, HEIs and student unions to promote freedom of speech, and the implications and practicalities for implementation.
They examined the definition of new duties and conditions in practice, and what they mean for provider decision-making, policies and governance, as well as how these duties can dovetail with existing equality and Prevent requirements.
Further sessions assessed the effects of new legislation on the quality and principles of academic enquiry and debate, along with its impact on course content, teaching and educational strategies.
We also expected discussion on the character and drivers of expression on campus, trends in student culture, and concerns regarding a chilling effect resulting from the application of measures in the Bill. Delegates discussed what this means for providers, and what is needed to effectively facilitate a culture of open and supportive debate on campus.
The conference was an opportunity for stakeholders to consider the issues alongside key policy officials who attended from the DfE; GLD; and the Welsh Government - as well as by parliamentary pass-holders from both Houses of Parliament.
