Following the release of Government data on Key Stage 2 performance which revealed that 53% of pupils reached the expected standard in reading, writing and mathematics, this timely seminar assessed reforms to primary education focusing on teaching, assessment and accountability at primary level.
Delegates discussed the recommendations of the Teaching Schools Council’s review into effective primary teaching practice led by Dame Reena Keeble - as well as what can be learnt from the implementation so far of the new primary curriculum, including the pressures on staff from delivering the new more rigorous study programmes.
Delegates also considered assessment at primary level including implementation relating to the removal of National Curriculum Levels, issues for improving assessment at Key Stages 1 and 2, and addressing comparability issues. Assessment structures for SEND pupils were also discussed in light of the publication of the final report of the Rochford Review into the statutory assessment arrangements for pupils working below the standard of national curriculum tests.
Further areas for discussion included reforms to accountability measures at primary level ahead of the launch of a consultation later in 2017, on the impact so far of reforms to primary assessment on primary accountability. There was also discussion on issues for schools in meeting the new tougher performance measures and - following the Government’s decision to not use the reception baseline tests - next steps for monitoring pupil progress between reception and primary school.
