As Parliament debated the Higher Education and Research Bill - which introduced a Teaching Excellence Framework (TEF) for all Higher Education providers in England - this timely conference provided an opportunity to discuss the likely impact of the TEF and the challenges for its implementation.
Delegates considered whether the initial metrics to be included in the TEF - such as graduate employment rates, fair access, student retention rates and an institution’s performance in the National Student Survey - will provide suitable information for prospective students and lead to changes in the way universities operate. Sessions also assessed the potential set of further metrics for the latter stages of TEF, including measuring the quality of learning environments, ‘learning gain’ and ‘teaching intensity’.
The agenda also included discussion on the implementation of TEF including the timetable for introduction and the likely future extension beyond an institution-wide assessment model to a subject-level system.
