Next steps for regeneration across London - the London Plan, infrastructure and economic recovery in the wake of COVID-19

This conference will assess priorities and next steps for regeneration across London.

It is timed to consider the forthcoming release of the new London Plan, and it strategies for reducing inequalities, tackling deprivation and increasing economic development across the capital.

The conference will also take place as the Government consults on its major planning white paper, including proposals on reform of local plans, further brownfield land development, an Infrastructure Levy to replace current developer contributions such as infrastructure and affordable housing, and zero carbon ready homes to prevent future retrofitting.

We also expect discussion to focus on progress and priorities in the context of the economic, health and social recovery of London in the wake of the COVID-19 pandemic.

Overall, areas for discussion include:

  • local regeneration - supporting the key enablers across London
  • COVID-19 - tackling the economic and social disruption
  • infrastructure project delivery - including in housing and transport

Supporting the key drivers of local regeneration across London

How strategic plans can be developed - including in the context of London’s Industrial Strategy to achieve key objectives in areas including:

  • supporting small and medium sized businesses to thrive, and deliver employment and regeneration opportunities measures
  • local plans and local regeneration - looking at tailored approaches that draw on examples such as the Mayor’s initiatives on high streets - including:
    • how to create stronger partnerships between local authorities, businesses and communities
    • priorities for improvements to public spaces that support quality of life
  • integrating skills, experience and job opportunities across London with support for regeneration - including:
    • options for collaboration with local schools and colleges for skills development
    • how partnerships between employers and local stakeholders can be improved, to takes advantage of the Skills for Londoners Capital Fund as it nears the end of its three-year programme

Tackling the economic disruption caused by COVID-19

The steps policymakers and London residents and businesses can take to accelerate the city’s economic recovery, including priorities for the London Transition Board and the London Recovery Board, tasked with developing a plan for London’s recovery efforts, with discussion expected on options for:

  • ensuring that business activity and reopening supports economic recovery while also protecting vulnerable groups and containing the spread of the virus
  • coordinating and managing efforts across key stakeholder groups including boroughs and other the public sector bodies, businesses and local communities
  • the role of London in helping lead the national recovery and regeneration - including supporting restarting of key construction projects and taking into account inclusive growth

Delivery of infrastructure projects - opportunities that schemes in transport and housing can present for local regeneration and regional growth

  • new transport infrastructure - how the benefits of can be maximised, with discussion expected on:
    • the recently approved planning application for the Old Oak Common project, which is expected to accelerate significant redevelopment through its super-hub station connecting to HS2 and the Elizabeth Line, as well as its potential for stimulating new developments in West London
    • how to realise the potential for new rail and intermodal links to increase regional and city-wide connectivity, and improve access to employment while making business connectivity easier
    • priorities for large projects that can attract regional investment, and construction of housing, retail spaces, and public areas for communities
  • the London Housing Strategy - how objectives can be delivered, with the development of new and affordable housing a key priority for the Mayor, looking at:
    • next steps for the London Plan following:
      • the Secretary of State for Housing asking the Mayor of London for changes to the London Plan for delivery of the ‘housing that London needs’ and consistency with national policy
      • the Mayor indicating he would like officials from the GLA and the Ministry to liaise on the way forward
      • reports that City Hall have now put forward proposed amendments to the Government
    • strategies for leveraging the engagement of key stakeholders - including construction companies, housing developers, and local boroughs - to deliver fresh housing capacity, and help support the creation of new communities and affordable living
    • taking advantage of Opportunity Areas throughout London and accelerating construction on brownfield sites for housing as well as further transport links
  • large-scale redevelopment projects in London - such as Battersea Power Station - with discussion on:
    • taking advantage of opportunities that large developments can present for regenerating communities, stimulating housing construction, and increasing local economic activity
    • supporting community based projects, and the engagement of town centres and industrial areas, in the context of the Mayor’s £70m Good Growth Fund

Developing economic growth corridors and expanding regeneration outside London - in the context of the ongoing development of the Lower Thames Crossing project, which aims to create new road infrastructure connecting London more closely with counties including Kent and Essex, and increasing transport and economic connectivity throughout the region - with discussion on the way forward for:

  • ensuring physical barriers in areas such as road and connectivity between regions are minimized
  • increasing partnerships between regional businesses and accelerating the flow of ideas, capital and projects between London and adjacent areas

  • Key priorities for the London Plan and regeneration - improving housing delivery, infrastructure development, and adapting to changes in behaviour following the pandemic
  • Developing a London Local Industrial Strategy and supporting economic recovery across the capital
