Developing England's road network: priorities for RIS2 delivery and Major Road upgrades

This seminar will consider the key policy priorities for developing England’s road network, as the Government and Highways England prepare the second Road Investment Strategy (RIS 2).


It also follows the publication of the Government’s Transport investment strategy, and comes as the Government is expected to consult on establishing a Major Road Network.


Further to the recent M3 upgrade, and ongoing smart upgrades on major roads such as the M4, delegates will discuss steps that can be taken to address the priorities set out by the National Infrastructure Committee for tackling congestion, carbon and capacity on the network through the use of smarter technologies and improved road management.


They will also look at the priorities for reducing the impact of road traffic on air quality, following the release of Highways England’s Air Quality Strategy, which included a commitment of £100 million to be invested into new measures such as Nitrous Oxide absorption paints for barriers and studies on HGV fleet modernization and electrification.


Further session will assess the future role for Sub-national Transport Bodies (STBs), combined authorities and elected metro mayors in the delivery of new road transport schemes as part of the devolution agenda, as well as the future role for local government in road development.
