This seminar provided a timely opportunity to discuss next steps for commissioning specialised services in England and the latest developments and priorities for moving towards outcome-based commissioning. It brought together policymakers with key stakeholders in the health, social care and public health sectors.
It followed the Government’s consultation on charging for technology appraisal and highly specialised technology recommendations and miscellaneous amendments to NICE legislation.
Delegates discussed the introduction of the budget impact test by NICE, which assesses the financial impact of a technology over the first 3 years of its use in the NHS and how specialised services will be funded.
Planned sessions considered key issues for commissioning medicines and priorities for specialised services, including funding, cost effectiveness and reducing variation.
Further sessions assessed the progress of the UK strategy for rare diseases: implementation plan for England, as well as key areas for service delivery in specialised commissioning and the prospects for moving towards more result-based models.
