This conference focused on the future of the UK’s Emissions Trading Scheme (UK ETS).


It brought together key stakeholders and policymakers to discuss the next steps for implementation and operation, the wider challenge of supporting energy-intensive decarbonisation, and the potential for building international partnerships.


Delegates assessed year one of the UK ETS - following the Greenhouse Gas Emissions Trading Scheme Order 2020 which set the framework and rules for operation - alongside opportunities for fine-tuning and developing the scheme. The conference will also look at international examples, such as the EU ETS, and opportunities for aligning with international schemes in the long term.                              


Overall, the agenda brought out latest thinking on:


  • the transition from EU ETS to UK ETS, regime operation, and efficiency
  • the impact of tighter UK ETS caps and next steps for the trade market
  • the role of ETS in supporting decarbonisation in energy-intensive industries and other key sectors
  • opportunities for connecting with EU and other ETS systems globally
  • the potential for the UK to lead internationally through its ETS design

The conference was an opportunity for stakeholders to consider the issues alongside key policy officials who attended from BEIS; the CMA; CAFRE; DAERA, NI; Defra; the DIT; the Department for the Economy, NI; DfT; HSE; NAO; NIEA; House of Commons Library; CCS; GLD; HMRC; The Scottish Government and the Welsh Government - as well as parliamentary pass-holders from the House of Commons.
