This conference examined key health issues and the future provision of healthcare services across the criminal justice system in England and Wales.
The discussion was timed to consider the impact of NHS England’s Health and Justice Commissioning Intentions 2017/18 - which committed support to local co-production and commissioning with prison governors, and restated priorities to address mental health care provision - and followed the Public Health England’s Health and Justice annual review, identifying communicable diseases as a key concern arising in 2016, and indicating that the reduction of health inequalities remains a priority within the criminal justice system.
The seminar also came in the context of Government’s Prisons White Paper, which includes measures to give Prison Governors greater autonomy over healthcare services, and sets out a revised strategy on tackling drugs and violence in custody, as well as in anticipation of updated NICE guidelines for assessment, treatment and prevention of mental health issues in the criminal justice system, following a consultation in 2016.
Further sessions focused on other key policy developments in this area, including:
- The impact of the recent Psychoactive Substances Act on curbing substance misuse amongst offenders;
- Further roll-out of Liaison and Diversion (L&D) services in custodial suites;
- Government’s current review of the management of transgender offenders;
- Proposals to deliver an integrated whole system approach to issues facing women offenders; and
- Next steps for the phased roll-out of smoke-free prisons.
Those attending will included Members of both Houses of Parliament, senior Government officials, together with representatives from across the CJS, healthcare practitioners, NHS bodies, private companies, charities, campaign groups, service-user groups, as well as members of the national and trade press.
