As the Serious Crime Bill - which includes provisions to tackle emotional neglect of children - continued to be debated in Parliament, this seminar brought together key policymakers and stakeholders to discuss policies and practical steps to improve the safeguarding of children in England.
Delegates discussed the provisions to address child neglect contained in the Serious Crime Bill as well as improving the identification and prevention of neglect more widely, in light of Ofsted's report which criticised practice and called on local safeguarding boards to develop strategies to strengthen capacity and performance in this area.
Further sessions focused on the development of effective multi-agency working to improve safeguarding children, and tackle forms of abuse such as child sexual exploitation, grooming and abuse related to cultural practices such as female genital mutilation and forced marriages. Delegates also discussed the support available for frontline professionals at a time when local authority social services are facing high volume and complex caseloads, budgetary pressure and reforms to their operational structures following the Munro Review. The impact of the new proposed integrated inspections from April 2015 on care and support received by young people was also considered.
