Delegates at this conference discussed key outstanding issues for implementing the significant reforms to CAP across the UK - and the direction of future policy.
They considered the priorities for England and the devolved administrations in allocating CAP funding, challenges for rolling out the Basic Payment Scheme from January 2015, and the impact that changes to CAP will have on agricultural finance more widely, including the associated legal complexities of land classification and payments.
Other areas for discussion included assessment of the environmental impact of CAP regulations, such as the 'Greening' measures and other Ecological Focus Area requirements, priorities for the development of the rural economy through allocations of the Local Growth Fund, and improving clarity over the changes to payments and environmental requirements.
The agenda also considered the future of UK farming more widely, priorities for agriculture after the 2015 election, and the potential for further reform of CAP policy in light of the appointment of a new European Commissioner, and the review of the Multiannual Financial Framework in 2016.
