This timely seminar provided an early opportunity to discuss major reforms to accountability measures for 16‐19 learning and training providers - including changes to the ways in which performance is measured and how Ofsted judgments are made. It follows the Government's announcement introducing five headline measures of performance - progress, attainment, retention, destination and progress in English and Maths - upon which all 16-19 schools and training providers will be judged. Alongside this, the seminar touched upon Ofsted's proposal to provide a separate judgment on the standards of school's Sixth Form provision.
Delegates also considered how training providers could be made accountable for the achievement of students taking work-based training and how the achievement of disadvantaged pupils and those with learning difficulties could be recognised. Further sessions focused on reforms designed to encourage learning providers to enter students for English and Maths qualifications, as well as the potential role of Massive Open Online Courses (MOOCs) in the accountability system.
