Scheduled one year on from Professor Löfstedt's implementation review of the Reclaiming health and safety for all report, this seminar provided a timely opportunity to consider next steps for Government's programme of health and safety reform. Bringing together leading policymakers and regulators with affected stakeholders - such as businesses, unions, insurers, consultants and law firms - the discussion focused on next steps for the Review's key proposals, with particular attention to how reforms can promote a proportionate and risk-based framework, whilst also maintaining adequate safeguards for employees.
Sessions provided latest thinking on the Health and Safety Executive's review of approved codes of practice (ACOPS), and how ongoing measures to simplify the regulatory framework are likely to impact on stakeholders in practice. Delegates also had the opportunity to consider scheduled reforms to the enforcement of health and safety regulation, looking at inspection regimes and the use of primary authority, as well as changes to rules governing prosecutions, pre-action protocols and civil liability.
