Scheduled to be held as the Social Services and Well-being (Wales) Bill (published in January 2013) was debated in the National Assembly, this seminar provided an opportunity to discuss the key reforms proposed in the Bill.
Bringing together key policymakers and stakeholders - including local authorities, local health boards, service providers, trade unions and service-user groups - sessions focused on greater collaboration between different elements of social services including integration with the NHS, improving the links between support for vulnerable children and adults, introducing a single adoption agency and more shared control of social services across local authority boundaries.
Delegates also discussed the likely impact - on users, the workforce and providers - of the planned expansion of personal budgets for social care recipients, the introduction of more rigorous complaints procedures and proposals to increase transparency and tighten regulation covering both finances and quality of care providers.
