Following recommendations in the ORR’s Retail Market Review into rail ticketing and with Network Rail’s Digital Railway unit beginning its work on rolling out intelligent rail infrastructure, this seminar assessed policy priorities for UK rail services, network management and market reform.


With strike action and service disruption in the South of England concerning the introduction of new train management technologies and infrastructure development, and the announcement of a new package of resilience measures for the Southern network, delegates examined ways in which the rail sector could incorporate 21st century technology and systems thinking. Additional discussion assessed future funding for upgrades following the Autumn Statement announcement of £450 million to be spent on trialling new railway digital signalling on the UK network.


Timed alongside the Transport Select Committee’s series of inquiries on ‘the future of rail’, speakers and delegates assessed the policy outlook for rail service operators and the franchising system, after findings by the National Audit Office and Competition and Markets Authority on the need for greater oversight of the franchising programme and the extension of ‘on-rail’ competition and opening other markets for rail services.
